KY, NM, NY, OR: The Four Weight-Distance States That Catch New Carriers Off Guard

New carriers often assume IFTA covers everything. It does not. Kentucky, New Mexico, New York and Oregon each levy a separate weight-distance or highway-use tax with its own account, permit and quarterly return.

Kentucky (KYU): a weight-distance tax for carriers over 59,999 lbs. Good news — once your vehicle is on the account, the permit never expires. You only add and delete units as your fleet changes.

New Mexico: weight-distance tax with quarterly returns, plus the option of trip permits for occasional runs.

New York (HUT): highway use tax credentials that renew on a three-year cycle, with quarterly filings for most carriers. Running the Thruway adds a separate toll-by-mile account.

Oregon: the outlier — no IFTA fuel tax at the pump credit system like other states, but a weight-mile tax that requires its own account and often a bond.

The fix is simple: get all four accounts opened before the load is booked, not at the scale house. We set up all four, file the quarterly returns, and track every renewal cycle so nothing lapses.
